The Peninsula Council for Workforce Development was created and empowered through the Federal Workforce Investment Act.  The Act specifies the goals and objectives of Regional Workforce Investment Boards and provides an oversight structure in the form of a Public/Private Workforce Development Consortium.  Additional information on this and related federal programs is available from the following resources:
